Heat stress is a significant occupational hazard affecting workers in various industries, particularly those exposed to high temperatures, high humidity, or strenuous physical activity. This condition arises when the body cannot maintain its normal temperature due to external heat or internal heat generated by physical exertion, leading to a range of health problems. Safety professionals can mitigate heat hazards through a variety of environmental controls, but frequently must also engage their team in mitigating heat stress.
Understanding the effects of heat stress, preventative measures, potential resistance from workers, and strategies to encourage participation can better ensure worker safety.
Effects of Heat Stress
Heat stress can manifest in several forms, ranging from mild to severe conditions:
- Heat Rash: Often the first sign of heat stress, characterized by red, itchy skin and small bumps caused by blocked sweat ducts.
- Heat Cramps: Painful muscle spasms, usually occurring in the abdomen, arms, or legs, due to the loss of electrolytes through sweating.
- Heat Exhaustion: Symptoms include heavy sweating, weakness, dizziness, nausea, headache, and fainting. It occurs when the body loses too much water and salt.
- Heat Stroke: The most severe form, a medical emergency. Symptoms include a high body temperature (above 104°F), confusion, loss of consciousness, and possibly seizures. It can cause organ damage and be fatal if not treated promptly.
Prevention of Heat Stress
Preventing heat stress involves a combination of workplace strategies.
Ideally, safety professionals can eliminate workers’ exposure to heat by relocating work indoors and/or using various engineering controls like ventilation systems, air conditioning, and shaded areas to reduce ambient temperatures.
This is not always possible though, and the mitigation of heat stress frequently requires administrative controls or Personal Protective Equipment (PPE) as well.
Heat stress mitigation measures that involve worker participation include:
- Scheduling: Planning strenuous tasks during cooler parts of the day, such as early morning or late afternoon.
- Work Rest Cycles: Scheduling regular breaks, and taking those breaks in cooler areas, to help the body recover.
- Acclimatization: Gradually increasing exposure to hot environments helps build individuals’ heat tolerance.
- Hydration Stations: Providing easy access to water, and electrolyte-replenishing drinks when workers will be exposed to heat for two (2) hours or more, encourages workers to stay hydrated.
- Regular Hydration: Drinking frequently, even if not thirsty, to maintain hydration levels.
- Monitoring: Keeping an eye on coworkers and oneself for signs of heat stress and responding quickly to symptoms.
- PPE: Using lightweight, breathable clothing and cooling vests can help regulate body temperature.
- Appropriate Clothing: Wearing light-colored, loose-fitting clothes to reflect heat and allow sweat evaporation.
Resistance to Heat Stress Mitigation Measures
Though heat stress mitigation measures protect workers’ safety and health, workers may not always participate in those protective measures. Common reasons include:
- Perceived Inconvenience: Frequent breaks or additional hydration steps can be seen as disruptive to productivity and workflow.
- Lack of Awareness: Workers may not fully understand the dangers of heat stress and the importance of preventive measures.
- Cultural Attitudes: In some work cultures, especially where toughness and endurance are valued, taking precautions might be viewed as a sign of weakness.
- Peer Pressure: Concern about what colleagues think, related to cultural attitudes, demand that individuals keep pace, or other factors, may deter workers from taking necessary precautions.
- Inadequate Training: Insufficient education on heat stress, its consequences, and its prevention can lead to non-compliance.
When workers are not engaged in the prevention of heat stress, safety professionals and other team members who care about their well-being should take steps to encourage their participation.
Engaging Workers in Mitigating Heat Stress
“Improving safety culture all comes down to relationships and understanding the psychology of people,” says Erika Winning, CSP, CIT, CHMM. “Not that knowing the rules is unimportant, but I can confidently say I’ve never been thanked for citing them to someone as part of making my case as to why a condition or behavior needed to change. I have, however, been thanked when I’ve successfully applied regulations in a way that makes someone’s work easier and safer.”
Increasing workers’ participation in heat stress mitigation measures can be accomplished by a variety of methods—All require frequent reinforcement, specific instructions, and sincere commitment to team members’ needs.
- Education and Training: It is important to begin with the assumption that a person may not understand the causes of heat stress or the importance of avoiding it. Regularly educate team members on the risks of heat stress, symptoms to watch for, and preventive measures. Express the importance of mitigation, using real life examples of heat stress incidents and their consequences.
- Clear Communication: Encourage open discussions about heat stress during and after training, addressing any concerns and misconceptions in a timely manner. Lead with clear instructions on the heat mitigation measures in place and provide methods for workers to give feedback as well as ways to suggest improvements.
- Encouragement: Make compliance with heat stress mitigation measures easy. Ensure the measures are practical and effective, tailoring them to specific job roles and individual needs. Some of these may come from suggested improvements. Then, demonstrate how the mitigation measures have improved health, safety, and overall well-being.
- Creating a Supportive Environment: Supervisors and managers should visibly adhere to and promote heat stress mitigation practices to set an example. Team members who look out for others, make suggestions, or share stories should be recognized. These practices promote a culture of safety.
