Many organizations have workplace safety programs, but what makes a safety program truly effective? The strongest programs go beyond compliance checklists and incident response; they create cultures where workers feel empowered to speak up and actively participate in safety efforts.

The financial impact of workplace injuries remains significant. Liberty Mutual’s 2025 Workplace Safety Index found that U.S. employers spent $58.78 billion in 2022 on the direct costs of worker injuries. Strong safety programs can help reduce these costs.

But beyond the business case for safety, effective safety programs increase worker safety knowledge and behavior, improve employee morale and job satisfaction, and, most importantly, prevent illnesses, injuries, and deaths.

Participating organizations can work at the pace that’s best for them, and participants may also request a Safety Champion Special Government Employee (SGE) to assess their progress.

 

How Does OSHA’s Safety Champions Program Work?

At the Introductory level, safety leaders focus on foundational steps like leadership commitment, written safety policies, worker awareness, and psychological safety. At the Intermediate level, organizations continue to build on those efforts by integrating safety more deeply into operations and reinforcing leadership participation. At the Advanced stage, safety and health principles become embedded throughout the organization and are consistently reinforced through communication, accountability, commitment, and continual improvement.

This structure not only allows organizations to work at their own pace, but it also reflects an important reality: building a strong safety culture is an evolving process, not a one-time initiative.

The average worksite in OSHA's Voluntary Protection Programs (VPP) has a Days Away, Restricted, or Transferred (DART) case rate that is 52% below the industry average.

An Accessible Way to Build Strong Safety Cultures

The Safety Champions Program reinforces the concept that organizations do not need to build perfect systems overnight. Instead, the program provides a framework for incremental progress and continuous improvement. This feature may make comprehensive safety programs feel more achievable, particularly for smaller and medium-sized organizations.

Another important facet of the program is the emphasis on leadership involvement. When employees see leaders actively participating in safety efforts and responding openly to concerns, long-term engagement and trust are more likely to be built.
